SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:

1. Provide active psychological support including during emergencies and after critical incidents to ensure continued staff well-being and that managers and staff are provided with effective support to manage change.
2. Actively engage with management and staff to establish relationships based on trust and respect. 3. Provide pre and post-deployment briefings to staff deployed to hardship duty stations through briefings, counseling sessions, and other activities to ensure proactive support is extended to staff.
4. Work closely and collaboratively with managers at all levels in the Country to ensure a psychologically healthy workplace.
5. Maintain and enhance the country-based specific content for the Wellbeing app and provide a range of general and context-specific training related to resilience, conflict resolution, teambuilding, and cultural sensitivities to improve morale, health, and team dynamics in the country office.
6. Contribute to the design of policies and guidelines, as well as information/booklets to increase awareness regarding important themes and promote staff wellness.
7. Deliver workshops, training, and information sessions on a wide range of topics (e.g., stress management, team building, problem-solving, conflict resolution, etc) to ensure that staff regularly receive relevant information and are aware of sources where to find information or assistance.
8. Support and maintain the WFP Peer Support Volunteer Network (PSV) through training and supervision
9. Maintain the highest ethical standards related to the provision of psychological services consistent with the Wellness Division Ethical Guidelines and Standards of Practice.
10. Prepare comprehensive reports, plan budget for missions, training and plan and implement other staff counseling activities to ensure the provision of cohesive counseling services.
11. Maintain at all times, a high standard of professional ethics and confidentiality consistent with the Wellness Division Ethical Guidelines and Standards of Practice, actively engage with management and staff, listen to their concerns, and stay approachable.
12. Others as required.

Education:
You have

  • Advanced university degree i.e. Doctorate, Master or equivalent (recognized by https://www.whed.net/home.php) in Clinical or Counselling Psychology, Psychiatry, or demonstrably equivalent studies from a recognized institution. Registration as a mental health professional in Senegal is required. Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, resilience, cross-cultural communication, conflict resolution, mediation, trauma, etc. will be an advantage.

Descriptif de l’offre d’emploi : Human Resources Associate, G6/SC6/SSA6, Dakar (Regional Bureau)

JOB PURPOSE

  • The Human Resources Associate reports to the Human Resources Officer at the Regional Bureau (RBD) and delivers a full range of HR support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of client-focused and strategy-oriented HR services.
  • This call for the roster is published to attain two objectives:
  • (i) create a pipeline of talents to facilitate a quick selection and deployment of Human Resources Associate at the WFP West African Regional Bureau in Dakar on a need basis;
  • (ii) to give an opportunity to applicants to express interest in being part of this roster to meet the first objective.
  • The VA is not related to any current open position. However, all applications received will be reviewed and will be subject to a selection process to assess the relevant professional experience and qualifications of the candidates.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES

  • Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients.
  • Allocate responsibilities and support on-the-job learning and development of junior support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services.
  • Identify evolving needs of the organisation and recommend changes in HR processes and procedures, to support improvements in HR services.
  • Analyse and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives.
  • Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs.
  • Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures.
  • Support and deliver on boarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood.
  • Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines.
  • Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, PACE, etc), ensuring compliance with the established deadlines and accuracy of HR data.
  • Co-ordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards
  • Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED
Education:

  • First university degree (Bachelor’s degree, Licence/BAC +3) in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field.

Experience:

  • Minimum of six (6) or more years of experience in Human Resources with an interest in international humanitarian development.

Languages:

  • Fluency (level C) in both written and spoken French and English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has gained experience of HR Services operating standards across a range of international humanitarian contexts
  • Has provided training to new staff members within area of expertise and supported with ad hoc queries

  • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  • Conduct straight forward data analysis under close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements.

KNOWLEDGE & SKILL REQUIRED

  • Basic analytical ability to compile, maintain and analyse data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills in developing sources for data collection.
